The Institutional Charter

This Charter is the constitutional backbone of PROMACHOS.

It is the document every instructor, campus, and partner returns to when asking what it means to teach under the PROMACHOS standard. It governs doctrine before preference, evidence before opinion, and responsibility before reputation. It is amended only through governance, in writing, with the reasoning preserved.

Article I

Mission

PROMACHOS exists to develop people capable of leading, protecting, and serving others — and to preserve the standards by which that development is judged.

The mission is not commercial. Commerce sustains the institution; it does not define it.

Article II

Doctrine

Doctrine is the shared understanding of why PROMACHOS teaches what it teaches, and how.

Doctrine is written, taught, examined, and revised in the open. No campus, faculty member, or partner teaches outside it.

Where doctrine and preference conflict, doctrine governs. Where doctrine and evidence conflict, doctrine is revised.

Governance Principles

Authority within PROMACHOS is held in trust, exercised through documented process, and subject to review.

Governance exists to preserve confidence — in instruction, in safety, and in the institution's word.

Provisions

  • Decisions of record are written and retained
  • Authority is defined, delegated, and reviewable
  • Conflicts of interest are declared
  • Incidents are reviewed without exception
  • Accountability precedes reputation

Article IV

Faculty Responsibilities

Faculty are the institution in the room. Appointment is an obligation, not a title.

Instructors teach the doctrine, submit to peer review, maintain their own development, and represent PROMACHOS before themselves.

Provisions

  • Uphold the curriculum as written
  • Maintain certification and continuing education
  • Accept observation, review, and correction
  • Mentor those who will follow
  • Report safety concerns immediately

Article V

Research Ethics

PROMACHOS does not publish opinion as evidence.

Original work is declared as original; external literature is attributed to its authors. Methods, limitations, and status are stated plainly.

Research that cannot be conducted ethically is not conducted.

  • Honest status labels on all institutional work
  • Attribution and citation without exception
  • Declared limitations and conflicts
  • Participant welfare above findings
  • Correction of the record when wrong

Safety Philosophy

Safety is a condition of instruction, not an addition to it.

Facilities, curriculum, assessment, and supervision are designed so that capability is developed without avoidable harm.

  • Supervision proportional to risk
  • Student welfare over schedule

Article VII

Standards

A PROMACHOS standard is a public promise about what a member can do and what an instructor must know.

Standards are written, assessed consistently, and never adjusted for convenience, volume, or revenue.

Stewardship

Every person who teaches, studies, or governs under this Charter inherits an institution built by others.

The obligation is to return it stronger — better taught, better evidenced, better governed than it was received.

Institutional Continuity

PROMACHOS is built to outlast its founders.

Doctrine, curriculum, faculty standards, research, and governance are recorded so that no single person is required for the institution to continue.

This Charter is amended only through governance, in writing, with the reasoning preserved.

Adopted in the founding era of the institution, and held in trust by every generation that follows.
